With reference to Major-
General Norton's despatch No. 483 of the
3rd December, I have etc. to inform you
that the power of disallowance will not
be exercised in respect of Ordinance No.
32 of 1940 entitled "An Ordinance to
regulate the entry and departure of
persons into and out of the Colony, to
prohibit the entry of undesirable
immigrants, and to confer various
powers in connexion therewith."

In view of the explanation in
paragraph 9 of the Attorney General's
report, that the scheme for which this
Ordinance provides is an emergency measure
to meet abnormal conditions and that it
is the intention of the Hong Kong
Government to re-examine the whole
problem as soon as the situation
permits, I have not thought it necessary
